XHCI: whitelist 0x9c31 Haswell/Panther Point.

* works nicely (~150 MB/s, 22GB read in about 145s, Linux does 410MB/s).
* also tested Fresco Logic FL1009 OK, but segfaults seem to happen once in a while.
