ArchitectureRules: Bootloader rules cleanup.

Browse Source 
* Move -fPIC to ccBaseFlags, as we don't want it in ASFLAGS.
 * Remove -fPIC from BOOT_CCFLAGS, as we never want it in there.
 * Move EFI flags to the actual EFI setup location.
