Implemented a generic system watching mechanism with a userland API. Currently
only a few events can be watched (team creation/deletion/exec, thread creation/ deletion/name changes). The functions start_system_watching()/ stop_system_watching start/stop watching events. git-svn-id: file:///srv/svn/repos/haiku/haiku/trunk@39862 a95241bf-73f2-0310-859d-f6bbb57e9c96
