Minor tweaks and improvements to the DefaultDecorator

Made toggle for RootLayer debug output
Optimization for ViewDriver::CopyRegion with 1-rectangle regions
Fixes and tweaks to WinBorder::MouseMoved()
Toggled debug output in ServerApp
More useful comments in code in general
